Why in news?

• If the home ministry's proposal of changes in the Indian Penal Code (IPC) comes through, a racial slur can now land you in jail for five years.
• The MHA's proposal comes after a rise in violence against people from the North-East. 
• Recently, a girl from Mizoram was found dead at a residence in Gurgaon. 
• Two people from Nagaland were beaten and their hair also was forcibly cut.
